NCC Cabinet Paper 9th June 2010.

Within the recently released documents and signed off by CLLR Reg Adair Cabinet member for Finance and Property, the following financial County Fund Balances were Recommended and Approved in Council Cabinet dated 9/6/2010.

3.1- The overall net under spending is £3.823 million, which is 0.7% of the net portfolio budgets. This is £1.4 million more than was forecast last February (2010).

6.3- Other Earmarked Reserves

 At the end of 2009/2010 the total of other reserves stood at £ 95.448 million.

8.4 Total borrowing for the year is £41.5 million, This is less than the original planned borrowing for 2009/10 of £76.6 million.

Financial Position.

31 “Spending was kept within budget in 2008/09 and in the current year you expect to maintain this performance. The latest report to the Council forecasts an expected modest overall under spending of £ 3 million against budget. Your current financial health is sound with a county fund balance of just under £ 25 million at 31st March 2009 and adequate reserves set aside to meet know liabilities.

Whilst we know that there are other substantial reserves, to cover Capital Financing, these can be evidenced as well under control of the Councils expenditure in the detail of the Cabinet Document 9/6/2010.

So why with all the evidence provided from the Councils own documentation is there a further need to “forcibly” treat the loyal staff group to more draconian and under hand measures, prior to any assessment or analysis of the current financial position after many of the changes have taken place.
